Animal Welfare Hose Pipe Ban Information The temporary use ban came into force on 5 April 2012, and people who ignore the ban can be fined up to £1,000 per offence. The restrictions apply whether you are on a water meter or not. Many horse owners and keepers may well be wondering how the restrictions will affect them. There are some exemptions to the ban on using hosepipes including: Non-domestic horticultural or agricultural activity (i.e a business) Any activities that are necessary for health and safety reasons (i.e. necessary to remove or minimise any risk to human or animal health/safety or prevents/control the spread of causative agents of disease). I have contacted Anglian Water and their response to my query regarding the use of a hosepipe for horses and livestock is as follows: "Use of a hosepipe to provide feeding water for livestock is acceptable during the ban. It is however not acceptable to use a hosepipe to clean livestock." As long as you are genuinely using a hosepipe for the welfare of your horse and not abusing the interpretation of these rules you should have no problems.
