When governments start meddling with the issue of food freedom, including the ability to grow your own food on your own land, it is a serious affront, as most people would agree this is an absolute, basic, and unalienable right.

Without clicking through, the rule is presumably to retain the ambience of the street scene so not without a basis in commonsense. Some would no doubt have the front yard looking like an allotment patch or worse, the classic North American frontage is grass and a few trees/shrubs and a mailbox. Generalising hugely - it's not like here where plots are so small you 'have' to make the most of every square yard. I guess the rules were set out when the virgin building plots were sold. The grassy areas would be intended as safe areas for children to play off the street.

Many communities have covenants restricting appearances. No hanging clothes on the lawn, no unlicensed vehicles, many seemingly silly things that are an attempt to maintain some sort of level of appearance from the street.
The wife has resigned herself to never moving to town. At least with me. After trying for so many years to keep feed in front of cows 8 inch tall bluegrass has a certain beauty to me.
