Apparently this is for real, the vans are mostly quite small and old - can't see the 'train' being under 3.5 tons though.

I've been involved with making and developing lasers since the early 1970s, and the rust removal properties of the sort of lasers used for welding, but turned down a bit, are well known. In fact it's not direct laser action that removes surface rust, oil, paint etc. but the intense plasma* formed in the air just above where the laser hits. An oxygen plasma is one of the best ways of cleaning things up known to man, and the nitrogen in air doesn't stop the oxygen from working. Usually plasma cleaning is done in a special chamber and at a pressure lower than atmospheric, but people have demonstrated such things that will work in air. I don't know why they aren't commercially available: perhaps because people use "barrel" type plasma cleaning chambers for small and medium parts, and the safety measures required for doing such cleaning outside of a closed chamber would be expensive and difficult to implement.
I would say that the man who allowed the laser to run over his hand was being both foolhardy and duplicitous. Yes, you can do it if your skin is perfect, but an ink spot, or a speck of rust embedded, or a mole on the hand, and hey presto, quite a lot of hole where there used to be hand!
* A plasma is not anything very exotic: just a gas where the molecules have been excited enough that they have split into positive and negative ions. Visible flames are largely composed of plasma - the light being emitted when positive and negative ions recombine into a neutral molecule, and the spare energy comes out as light.
