Title: GOOD NEWS AND NATIONAL CRIME TREND
Good News
Further to my Farmwatch message of 4th November concerning the two stolen compact tractors and wood chipper from Warnham. One of the tractors and the wood chipper have been recovered from the back of a Polish registered lorry in St Albans, one in custody , enquires are continuing.
Crime Trend Warning
We understand from other police forces that there is an immerging trend of the organised theft of GreenStar tractor navigation systems. If you use these systems please consider additional security measures to reduce the risk of theft, a low cost option could include visibly security marking the postcode and farm name on the equipment to reduce its value for selling on and therefore make it less attractive to steal.

Message sent on behalf of James Maddan, NHWN Chair To all Neighbourhood Watch and Home Watch members & coordinators in England & Wales, You cannot have failed to read in the papers or seen reports on the television that there has been a staggering increase in the number of metal thefts in the last year. I would encourage ALL Neighbourhood Watch and Home Watch members to sign an online e-petition, which would cause a parliamentary debate on the subject of moving towards a cashless business model for scrap metal dealers. You can sign the petition here: epetitions.direct.gov.uk/petitions/406Many of these crimes would stop overnight if there was no ready market for their ill-gotten gains. Ninety per cent of transactions in scrap metal yards are by cash. Record-keeping is non-existant and no questions are asked. Existing legislation is very weak and goes back to the Scrap Metal Dealers Act of 1964. Maximum fines are very low. A cashless model would be another step on the route to effective legislation. There will be exceptions to every model, but legislation which gives robust powers to police and local authorities, accompanied by powers of temporary closure given to Police Superintendents and powers of closure and confication of assets given to magistrates, will give legitimacy to genuine businesses and put the cowboys out of business. These heartless crimes have involved plaques from war memorials and gravestones and the roofs from churches, as well as crimes which have a huge impact on our everyday life, ranging from theft of Network Rail cables, which cause massive disruption to the travelling public, to BT cables which have caused the loss of emergency care lines to sheltered housing schemes and the interruption of communications systems to the fire, police and ambulance services as well as the coastguards and RNLI. Neighbourhood Watch and Home Watch members have a very important role to play in tackling this abhorrent crime, by being alert to every suspicious incident in their street and reporting these incidents to the police. Those members who live in the vicinity of Scrap Metal Dealers' yards should be extra vigilant and report all suspicious movements. Please sign the petition today at epetitions.direct.gov.uk/petitions/406 and pass to your friends and neighbours, and put a stop to this abhorrent crime once and for all. Jim Maddan Chair, Neighbourhood and Home Watch Network (England & Wales) Message sent by Catherine Dunn (NHWN, Administrator, England & Wales)

• Kent Police save Christmas as they nab ‘wood be’ thieves Kent Police has helped restore the spirit of Christmas, after a trio of thieves were caught in the act of stealing over a hundred Christmas trees from a garden centre near Tunbridge Wells last week (22 November). On Tuesday 22nd November at 11.30pm, officers received a call from a security firm monitoring CCTV at Notcutt Garden Centre at Tonbridge Road in Pembury, who had seen three men climbing over a fence and were carrying Christmas trees about. Police cars made a silent approach to the scene cutting off all the exits around the site and then officers moved in. One of the thieves was caught after attempting to run off and the other two were found hiding in bushes. Officers then followed a trail of pine needles to the thieves’ van, where 138 Christmas trees of various sizes, as well as 48 boxes of Christmas lights and two wheelbarrows were found stacked nearby, ready to be loaded. www.sussex.police.uk/advice-and-support/adverse-weatherAdverse weather Winter storm advice Keep up to date with the latest storm warnings at the Met Office website, and for local advice check the East Sussex County Council, West Sussex County Council and Brighton & Hove City Council websites. The Environment Agency website has details of flood warnings in your area. Things you can do to prepare: Make sure any loose objects outside are secured or stored safely. If you have a garage, park vehicles inside if possible. If not, try and park away from trees, fences and walls. Close and lock doors, windows and gates. If a storm hits: Try and stay indoors. If you go outside, avoid walking close to trees, buildings, walls and fences. Wait until the storm has passed before trying to fix damage. Keep internal doors closed as much as possible. Only drive if your journey is essential. If you do need to drive, take extra care on high road, bridges and other exposed routes. When the storm has passed: Don’t touch any loose or damaged cables, they may be live. Avoid walking near buildings, trees, walls and fences as they could still collapse or fall. Check on your elderly and vulnerable neighbours, friends and relatives. Preparing for snow and ice When snow and ice affect the county, we recommend the following to help keep disruption to a minimum: Only drive if absolutely necessary and, if you do, drive with caution. Even if roads have been gritted, do not assume they are free from ice and frost. At temperatures of around -5°C, or in heavy snow, salt will not prevent roads icing. If you must leave the house, keep track of local weather forecasts and take a fully charged mobile phone, blanket, flask of hot drink, bottle of water and suitable shoes. Listen to and watch local news programmes on the radio and television to keep up to date on the latest happenings. Find out where your local grit bin is and if it’s topped up. If it needs refilling, speak your local council as soon as possible. Apply salt to paths and driveways. It is much easier to clear freshly laid snow than snow that has settled and become compressed. If you find it difficult to get out during bad weather, make sure you have emergency tinned and frozen foods and medication. Check on your neighbours and ask if they need any help or ask them for help if you need it yourself. If you need police assistance, call our non-emergency line on 101. If your request is an emergency, dial 999. If you have a 4x4 vehicle and could help out during cold weather, consider volunteering to drive social care and NHS staff by contacting your local council offices.
