I am always unsure about the 'not the best Bond' question. I think that the current Bond is always the 'best' Bond - at whatever period I have been asked the question. For Roger Moore I guess the films in many ways never had the 'edge' that they have nowadays and sadly most of his time as Bond is recounted more for his one liners than anything else.
I always liked Roger Moore in the film 'The Wild Geese' and, even though I don't remember them from the time they were broadcast I always like The Saint & The Persuaders.
Off camera his achievements were less well known:
On 9 March 1999, Moore was appointed a Commander of the Order of the British Empire (CBE) and promoted to Knight Commander of the same Order (KBE) on 14 June 2003. The citation on the knighthood was for Moore's charity work which dominated his public life for more than a decade.
Moore said that the citation "meant far more to me than if I had got it for acting... I was proud because I received it on behalf of UNICEF as a whole and for all it has achieved over the years"
Nobody does it better.......
