I always thought the name came from it being the last day candles were needed for evening Mass about 5pm maybe? Blessing candles sounds a bit odd. As for the weather, the saying has some logic in that fine weather now due to High Pressure is likely to be cold with a risk of a snowy spell before any warmer springlike weather can break through. But if we are already in an unsettled period that suggests a more mobile westerly type weather (like next week) and chance of springlike conditions is closer.
Since that basic idea of fine means more bad weather soon and vice versa is widespread through many cultures there is likely something in it. On the other hand today we are getting constant snow showers while many places are sunny so it seems difficult to make a sensible "forecast"!
By February sun is gaining strength rapidly and in the UK the south coast will very soon see the Noon sun breach 25 degrees above horizon -which is a crucial point above which far more energy reaches the ground rather than being bounced off the atmosphere. By the end of Feb all but the far north will pass this minor milestone.
